Your information in Recipebot is wrong with regard to barter armor. Recipebot says that nano armor or augmented nano armor will work. This is incorrect, only augmented nano armor will work. I wasted many skill points and some time farming components after finding a nano armor hood and sending it to recipebot.

I think the recipe is correct. I've used basic nano armor to make low QL barter armor (around QL 75).  However, I think the misunderstanding is that the Nano Armor Hood and Nano Armor Cloak are not part of the Basic Nano Armor set, and cannot be tradeskilled into Barter Armor.  Use the Basic Nano Helmet instead.
